THE CORPORATION OF GUARDIANS OF THE POOR of the Town of Plymouth in the
County of Devon Do hereby Certify that
Eleanora Goudge wife of Henry Goudge absent from her and her
six children namely Henry Philip Goudge, John Goudge, Mary Susan Goudge,
Eleanora Goudge, Evangelina Goudge and Perchard Goudge
have become chargeable to the Parish of Charles
in the said Town and Borough of Plymouth, and are
now chargeable to and in receipt of relief from the said Parish
In Testimony whereof the Common Seal of the said Corporation of
Guardians, is hereunto affixed, at a Court of their Corporation, this
twenty first day of December One Thousand

Authorization of Peter Adams (Eleanora Goudge) 27th December 1859
To Mr Peter Adams one of the Overseers of the Poor of the Parish of
Charles in the Borough of Plymouth in the County of Devon
WE, the undersigned being the majority of the Churchwardens and
Overseers of the Poor of the Parish of Charles in the Borough of
Plymouth, in the County of Devon, hereby authorize and empower you, the
said Peter Adams (being one other of the Overseers of the Poor of the
said Parish of Charles) to make an Application and Complaint to two of
Her Majesty’s Justices of the Peace, of, in, and for, and acting in and
for the said Borough of Plymouth, and having jurisdiction within the
said Parish of Charles (in which said Borough of Plymouth, the said
Parish of Charles is situate), at the said Borough of Plymouth in the
said County of Devon (one of the said Justices being of the Quorum), at
a Petty Sessions, to be holden on Thursday next the
twenty ninth day of
December One Thousand Eight Hundred and Fifty
nine by eleven of the
Clock in the Forenoon of the same day, at the Guildhall, of and in the
said Borough of Plymouth, respecting the Inhabitancy in, and
chargeability to, and receipt of relief from the said Parish of
Charles
of Eleanora Goudge wife of Henry Goudge absent from her and her six
children in order that the said Eleanora Goudge may be duly examined as
to the place of his or her last legal settlement, and further dealt with
according to Law; and further, to do or cause to be done all other acts
which may be necessary in relation to the premises

Complaint for Removal Order (Eleanora Goudge) 29th
December 1859
DEVON TO WIT, BOROUGH OF PLYMOUTH. The Complaint of
Peter Adams one of the Overseers of the Poor
of the Parish of Charles in the Borough of
Plymouth, in the County of Devon, made on behalf of himself, as one of
such Overseers as aforesaid, and also on behalf of Richard
Luscombe and William Davey the Churchwardens and
James Hawker and Richard Evens two of the other
Overseers of the Poor of the said Parish of Charles
and by their authority and with their consent unto us, the undersigned
John Burnell Esquire Mayor and James Skardon Esquire
two of Her Majesty’s Justices of the Peace of, in, and for, and acting
in and for the said Borough of Plymouth, and having jurisdiction within
the said Parish of Charles in which said
Borough of Plymouth, the said Parish of Charles
is situate, at the said Borough of Plymouth in the said County of Devon
(one of us, the said Justices, being of the quorum), this
twenty ninth day of December in
the year of our Lord One Thousand Eight Hundred and Fifty
nine who saith: That Eleanora Goudge wife of
Richard Goudge absent from her and her Six children namely Henry Philip
Goudge, John Goudge, Mary Susan Goudge, Eleanora Goudge, Evangelina
Goudge and Perchard Goudge have lately come to inhabit,
and are now inhabiting in the said Parish of Charles
endeavouring to settle there contrary to Law, not having resided or
inhabited in the said Parish of Charles for
Five Years next before this complaint exclusive of the time of receiving
relief; and they not having, nor any or either of them having, gained a
legal settlement there, and she or they not having, nor any or either of
them having produced any certificate acknowledging her or them, or any
or either of them, to be settled elsewhere; and that the said
Eleanora Goudge and her six children have become and
are actually chargeable to the said Parish of Charles
and have been relieved by, and are now actually receiving relief from
the said Parish of Charles and that she or
they have not become so chargeable to the said Parish of
Charles in respect of relief made necessary by sickness or
accident, and are not by any provision of the law exempt from being
removed from the said Parish of Charles the
said Peter Adams therefore prays that the said
Eleanora Goudge may be duly examined as to the
place of her legal settlement, and further dealt with according to Law.

application (Eleanora Goudge) 29th December 1859
DEVON To Wit. BOROUGH OF PLYMOUTH. The Examinations
of Eleanora Goudge wife of Henry Goudge absent from her
now residing at No.6 Parade in the Parish of
Charles in the Borough of Plymouth in the
County of Devon, Mary Goudge and Hampden Watton touching the
place of the last legal settlement of the aforesaid Eleanora Goudge and
her six children namely Henry Philip Goudge, John Goudge, Mary Susan
Goudge, Eleanora Goudge, Evangelina Goudge and Perchard Goudge
taken on oath before us the undersigned John Burnell Esquire
Mayor and James Skardon Esquire, two of Her Majesty’s
Justices of the Peace of, in, and for, and acting in and for the said
Borough of Plymouth, and having jurisdiction within the said Parish of
Charles (in which said Borough of Plymouth,
the said Parish of Charles is situate) at the
said Borough of Plymouth (one of us being of the Quorum) this
twenty ninth day of December
One Thousand Eight Hundred and Fifty nine upon
the application and complaint of Peter Adams
one of the Overseers of the Poor of the Parish of Charles
made on behalf of himself as one of such Overseers, and also on behalf
of the other Overseers of the Poor of the said Parish of
Charles to the effect that the said Eleanora
Goudge and her six children (no one of the said
six children having gained a legal settlement in his
or her own right) had lately come to inhabit and were
then inhabiting in the said Parish of Charles
endeavouring to settle there contrary to Law, not having resided or
inhabited in the said Parish of Charles for
five years next before the said application and complaint exclusive of
the time of receiving relief, she or they not having nor any or either
of them having gained a legal settlement in the said Parish of
Charles and she or they not having nor any nor either
of them having gained a legal settlement there, and she, or they, not
having, nor any nor either of them having produced any certificate
acknowledging her or them, nor any nor either of them to be settled
elsewhere, and that the said Eleanora Goudge and her six
children had become actually chargeable to the said Parish
of Charles and had been relieved by and
were then actually chargeable to and receiving
relief from the said Parish of Charles that
she, or they had not become so chargeable to the said Parish of
Charles in respect of relief made necessary by
sickness or accident and were not by any provision of the Law exempt
from being removed from the said Parish of Charles
The said Eleanora Goudge on her oath saith: I am about
twenty nine years of age. I am the wife of Henry Goudge who is now
absent from me. My Husband the said Henry Goudge quitted my [sic] about
the month of October 1859. I was lawfully married to the said Henry
Goudge at the Parish Church of Saint Martin in the Island of Jersey on
or about the eighth day of January in the year 1848. I have six children
by my Husband the said Henry Goudge namely Henry Philip now aged nine
years or thereabouts John Goudge now aged eight years or thereabouts
Mary Susan Goudge now aged six years or thereabouts Eleanora Goudge now
aged four years or thereabouts Evangelina Goudge now aged three years or
thereabouts and Perchard Goudge eight months old. All my six children
were born in lawful wedlock and none of them have done any act to gain a
settlement in their own right. My Husband the said Henry Goudge as I
have heard and verily believe was born in the parish of Roche in the
County of Cornwall in about the year 1823. I have heard and verily
believe that Henry Goudge the father of my said Husband ..... years
before his the father’s death rented and occupied an estate in .....
parish of Roche at the yearly rent of thirty pounds .... to and duly
paid the poor rates and other rates and taxes in respect of the said
estate and ..... during the
period of that renting and .... thereof as aforesaid. I have heard and
verily believe that the said Henry Goudge the father resided and slept
in the said parish of Roche during the whole period of his renting and
occupying the said estate as aforesaid and that the said Henry Goudge
the father resided and slept forty days and upwards in the said parish
of Roche during the period of his renting .... the said estate ... and
to the best of my knowledge and belief he .... any act to gain a
settlement in his own right. I and my said .... are all now actually
.... chargeable to and receiving relief .... the parish of Charles in
the .... Plymouth in the County of Devon. I have not resided in the said
parish of Charles or elsewhere in the said Town of Plymouth for five
years next before this day

Mary Goudge on her oath saith. I am about fifty nine years of age. I am
the Widow of Henry Goudge deceased. I was lawfully married to the said
Henry Goudge at the Parish Church of the Parish of St Stephens in the
County of Cornwall about the month of February 1819. I had a son by my
said husband namely Henry Goudge who is the Husband of Eleanora Goudge
now present. My son the said Henry Goudge was born in lawful wedlock in
the parish of Roche in the County of Cornwall about thirty six years
ago. My said son Henry Goudge was never bound apprentice was never hired
as a yearly servant or rented a tenement at the rent of ten pounds a
year and upwards and to the best of my knowledge and belief never did
any act to gain a settlement in his own right. My Husband the said Henry
Goudge died about .... since. For some years previous my Husband the
said Henry Goudge .... rented and occupied an .... Colvreth situate in
the parish of Roche in the County of Cornwall aforesaid at the yearly
rent of thirty pounds .... estate was rented as aforesaid .... Mr
William .... paid the said rent of thirty .... and was duly .... poor
rates .... estate .... of his renting .... occupation thereof as
aforesaid. My Husband the said Henry Goudge resided and slept in the
parish of Roche in the County of Cornwall aforesaid during the whole
period of his renting and occupying the said estate as aforesaid. My
Husband the said Henry Goudge resided and slept forty days .... upwards
in the said Parish .... occupying .... estate aforesaid ....

The said Hampden Watton on his Oath saith: I am
Assistant Clerk to the
Corporation of Guardians of the Poor of the Town of Plymouth, in the
County of Devon. I was present at a Court or Meeting of the Corporation
of Guardians of the Poor of the Town of Plymouth, in the County of Devon
in which the Parish of Charles is situate, held at their Council
Chamber, in the Workhouse, in the said Borough the twenty first day of
December One Thousand Eight Hundred and Fifty
nine and did then and
there affix the Common Seal of the said Corporation of Guardians of the
Poor to a Certificate of Chargeability of Eleanora Goudge wife of Henry
Goudge absent from her and her six children now present and which said
Certificate of Chargeability is now produced and marked A and did see
William Truman Harris Governor and then presiding Chairman of the said
Court of Guardians sign, and I did as such Clerk countersign the said
Certificate of Chargeability, the names W.T. Harris and
Hampden Watton
at the foot of the said Certificate of Chargeability are of the proper
hands writing of William Truman Harris as such Governor and Chairman,
and of myself, as such Clerk as aforesaid

Devon to wit, Borough of Plymouth. To the Churchwardens, Overseers, and
Guardians of the Poor of the Parish of Charles in the Borough of
Plymouth in the County of Devon, and to the Churchwardens and Overseers
of the Poor of the Parish of Roche in the County of
Cornwall and to each
and every of them
Whereas Complaint hath this day been made unto us, the undersigned,
whose Names are hereunto set and Seals affixed, being two of Her
Majesty’s Justices of the Peace, of, in, and for, and acting in and for
the Borough of Plymouth in the County of Devon aforesaid, and having
jurisdiction within the said Parish of Charles (in which said Borough of
Plymouth, the Parish of Charles is situate) at the said Borough of
Plymouth (one of us the said Justices being of the Quorum) by
Peter
Adams Overseer of the Poor, of the Parish of Charles of the Town of
Plymouth, in the County of Devon, made on behalf of the Churchwardens
and Overseers of the Poor of the Parish of Charles in Plymouth
aforesaid, that Eleanora Goudge (Wife of Henry Goudge absent from her)
and her Six children namely Henry Philip Goudge Nine years of age or
thereabout John Goudge Eight years of age or thereabout Mary Susan
Goudge Six years of age or thereabout Eleanora Goudge Four years of age
or thereabout Evangelina Goudge Three years of age or thereabout and
Perchard Goudge Eight months old have lately come to inhabit, and
are
now inhabiting in the said Parish of Charles
endeavouring to settle their contrary to law, and they not having resided or inhabited in
the said Parish of Charles for Five Years next before the application of
this warrant (exclusive of the time of receiving relief) not having nor
any or either of them having gained a legal settlement there, and
they
not having, nor any or either of them having produced any Certificate
acknowledging them nor any or either of them to be settled elsewhere;
and that the said Eleanora Goudge and her six children are now actually
chargeable to and receiving relief from the Parish of Charles and that
they have not become so chargeable in respect of relief made necessary
by sickness or accident, and are not by any provision of the law exempt
from being removed from the said Parish of Charles
We, the said Justices, upon due proof thereof, as well by examination of
witnesses to wit, of the said Eleanora Goudge and also of
Mary Goudge
and Hampden Watton, upon oath or otherwise and upon due consideration of
the premises do adjudge the same to be true, and that the place of the
last legal settlement of the said Eleanora Goudge and her six children
is in the Parish of Roche in the said County of
Cornwall
These are, therefore, in Her Majesty’s Name, to require and order that
you, the said Churchwardens and Overseers of the Poor of the said Parish
of Charles and in the manner prescribed by Law, remove and convey by
yourselves, or by some proper person or persons to be employed by you,
the said Eleanora Goudge and her six children from and out of your said
Parish of Charles to the said Parish of
Roche and them there shall
deliver, together with this our order, or a Duplicate, or True Copy
thereof, unto the Overseers of the Poor of the said Parish of
Roche or
one of them who are hereby required to receive and provide for
them the
said Eleanora Goudge and her six children according to Law.
Given under our Hands and Seals, at Plymouth, in the County of Devon
aforesaid, the twenty ninth day of
December in the Year of our Lord, One

As to the Removal of Eleanora Goudge (Wife of Henry Goudge now absent
from her) and her Six children namely Henry Philip now aged Nine years
or thereabout John now aged Eight years or thereabout Mary Susan now
aged Six years or thereabout Eleanora now aged Four years or thereabout
Evangelina now aged Three years or thereabout and Perchard now aged
Eight months or thereabout
To the CHURCHWARDENS AND OVERSEERS of the Poor of the Parish of
Roche in
the County of Cornwall
TAKE NOTICE that the above-named Eleanora Goudge (Wife of Henry Goudge
now absent from her) and her Six children namely Henry Philip now aged
Nine years or thereabout John now aged Eight years or thereabout Mary
Susan now aged Six years or thereabout Eleanora now aged Four years or
thereabout Evangelina now aged Three years or thereabout and Perchard
now aged Eight months or thereabout have come to inhabit and are now
inhabiting in our Parish of Charles not having ....... resided or
inhabited in the said Parish of Charles for five years next before
........ the Order hereinafter referred to, exclusive of the time of
receiving relief, not having nor any of them having gained a legal
settlement there, and not having, nor any of them having produced a
Certificate acknowledging them or any of them to be settled elsewhere,
and not being irremoveable by Law from the said Parish of Charles and
that the said Eleanora Goudge and her said six children have become
actually chargeable to, and have been relieved by the said Parish of
Charles and are now actually chargeable to, and receiving relief from
the said Parish of Charles and that they have not become so chargeable
in respect of relief made necessary by sickness or accident, and are not
by any provision of Law exempt from being removed from the said Parish
of Charles and that an Order under the Hands and Seals of
John Burnell
Esquire Mayor and James Skardon Esquire two of Her Majesty’s Justices of
the Peace of, in and for, and acting in and for the said Borough of
Plymouth, dated the twenty ninth day of
December in the year 1859 has
been obtained for the Removal of the said Eleanora Goudge and her said
six children from the said Parish of Charles to your said Parish of
Roche in the County of Cornwall above-named as being the place of their
last legal settlement, a Copy or Duplicate of which said Order is
herewith sent
And further take Notice, that the Grounds of Removal upon which the said
Order was made, and the particulars of the Settlement, and upon some or
all of which we intend to rely in support of the said Order are the
following:-
That the said Eleanora Goudge and her said six children are now legally
settled in your said Parish of Roche in the County of Cornwall
That the said Eleanora Goudge is the wife of Henry Goudge now absent
from her.
That the said Eleanora Goudge was lawfully married to the said Henry
Goudge at the Parish Church of Saint Martin in the Island of Jersey on
or about the Eighth day of January in the year 1848.
That the said Henry Goudge the husband of the said Eleanora Goudge has
been since the month of October last and still is absent from her.
That the said Eleanora Goudge has had six children by her husband the
said Henry Goudge namely Henry Philip now aged Nine years or thereabout
John now aged Eight years or thereabout Mary Susan now aged Six years or
thereabout Eleanora now aged Four years or thereabout Evangelina now
aged Three years or thereabout and Perchard now aged Eight months or
thereabout all of which said six children were born in lawful wedlock
and have never done any act to gain a legal settlement in their own
right.
That the said Henry Goudge the husband of the said Eleanora Goudge was
born in lawful wedlock in the Parish of Roche in the County of Cornwall
aforesaid in or about the year 1823
That the said Henry Goudge the husband of the said Eleanora Goudge is
the son of Henry Goudge deceased and Mary Goudge his wife
That the said Henry Goudge deceased was lawfully married to his said
wife Mary Goudge at the Parish Church of Saint Stephens in the County of
Cornwall about the month of February in the year 1819
That the said Henry Goudge deceased the father of the said Henry Goudge
for some years previous to his death (which event happened in or about
the year 1841) rented of a Mr William Shepheard and occupied a separate
and distinct tenement consisting of an Estate called Colvreth situate in
the Parish of Roche in the County of Cornwall aforesaid at the yearly
rent of Thirty Pounds
That the said Henry Goudge deceased that father of the said Henry Goudge
during the whole of the period of his occupation and renting the said
estate duly paid the said rent of Thirty Pounds yearly and was duly
assessed to and duly paid the Poor rates and all other rates and taxes
in respect of the said Estate as aforesaid
That the said Henry Goudge deceased the father of the said Henry Goudge
resided and slept on the said estate in the said Parish of Roche during
the whole of the time of his occupation and renting of the said Estate
as aforesaid
That the said Henry Goudge deceased the father of the said Henry Goudge
resided and slept in the said Parish of Roche in the County of Cornwall
aforesaid for forty days and upwards during the period of his so renting
and occupying the said Estate as aforesaid
That the said Eleanora Goudge and her said six children have come to
inhabit and are now inhabiting in our Parish of Charles in the Borough
of Plymouth in the County of Devon and that the said Eleanora Goudge and
her said six children are now actually residing in chargeable to and
receiving relief from our said Parish of Charles
That the said Eleanora Goudge and her said six children have not resided
in the said Parish of Charles in the Borough of Plymouth aforesaid nor
elsewhere in the said Borough of Plymouth for five years next before the
day of the date of the said Order of Removal hereinbefore referred to
exclusive of the time of receiving relief and that the said Eleanora
Goudge and her said six children are not irremoveable by Law from the
said Parish of Charles
And lastly take Notice that unless we receive Notice of Appeal against
the said Order of Removal within the time allowed by Law the said
Eleanora Goudge and her said six children will be removed to your said
Parish of Roche in the County of Cornwall in pursuance of the said Order
of Removal

Take Notice that we the Churchwardens and Overseers of the Poor of the
parish of Roche in the County of Cornwall do intend at the next General
Quarter Sessions of the Peace to be holden in and for the said Borough
of Plymouth in the County of Devon aforesaid to prosecute an appeal
against an order of John Burnell and James Skardon Esquires two of Her
Majesty’s Justices of the Peace of in and for and acting in and for the
said Borough of Plymouth bearing date the twenty ninth day of December
in the year of our Lord one thousand eight hundred and fifty nine for
and concerning the removal of Eleanora Goudge (wife of Henry Goudge
absent from her) and her six children namely Henry Philip Goudge Nine
years of age or thereabouts John Goudge Eight years of age or

30th March. The Recorder fixes the day about a fortnight before holding
the Sessions.

Eleanor PERCHARD (aged 17, spinster, living at St Martin,
born St Martin, dau of Philip Perchard a fisherman)
By Licence of the Vicar Dean, in the presence of
Philippa Perchard & Sophie de Ste Croix (witnesses)
